Hard to say. However, Anguirus is definitely strong enough and armored enough to prevent Otachi from getting in any good damage. Plus, given his overall size, he'd likely be too heavy for her to lift up, which means aerial attacks are out of the question. So, then her maneuverability, intelligence, and acid are in question. Given Anguirus' durability, I'd say he could weather out Otachi long enough to get the edge and beat her down.
